Binance Files Brazil SPSAV via BBrasil Ahead of Oct. 30 Deadline

Binance filed for authorization as a Sociedade Prestadora de Serviços de Ativos Virtuais (SPSAV) with Brazil’s Banco Central do Brasil on October 23, through newly formed BBrasil Sociedade Prestadora de Serviços de Ativos Virtuais Ltda., seven days ahead of the October 30 cutoff for existing operators under Resolutions 519, 520, and 521. Valor Econômico first reported the protocol with quotes from country head Thiago Sarandy; treat the filing as an application under review — not an approval — and note that BCB open-data snapshots through September 30 would not yet list an October process.
The policy beat is what the SPSAV ask unlocks versus what Binance already runs. The group’s separate Binance Brasil Corretora de Câmbio e Valores Mobiliários (ex-Sim;paul) already handles individualized BRL payment accounts and Pix rails. The new SPSAV entity is framed for virtual-asset intermediations — trading, stablecoin buy/sell, payments, and investment services — under the Central Bank’s segregation, custody, governance, cybersecurity, and AML checklist. Binance says a CertiK technical certification covering about 900 compliance items was submitted to BCB around September 1 and remains in analysis; that is a company-claimed attachment, not a published BCB grant.
Transitional product cuts are already live for Brazilian users. Starting October 27, Binance restricted roughly eight offerings including loans, margin trading, Binance Pool, Cloud Mining, and Launchpool; 22 crypto assets were delisted; and open positions in restricted products moved to reduce-only mode while spot and stablecoin services stayed available. Customer accounts are being migrated into individualized structures with completion targeted by October 29, and new verification procedures for international transfers are slated to begin November 1. Prefer dated product notices and Valor/TechWatch wraps over social claims that invent a restored margin book or a finished license.
The calendar still bites even after a timely filing. Operators that submit phase-1 authorization requests by October 30 may continue under Instrução Normativa BCB 704 during review; platforms that miss the deadline must stop operations within about 30 days. From November 6, under Resolution 589 amending Resolution 520, banks, payment institutions, and other BCB-authorized firms face tighter limits on dealing with unauthorized virtual-asset providers. That is the same Brazil policy window as Itaú Unibanco’s bank-notify chapter — bank communication versus exchange SPSAV authorization — keep the rails labeled.
OKX and Bybit have also declared SPSAV filings under the same framework, while several smaller platforms have exited or scaled back reais services into the deadline. VASP Tracker still flags Binance’s process as press-declared rather than independently confirmed in the latest open BCB base — a receipt gap that matters until the October 31 monthly cut can show October filings. Do not invent a review timeline; BCB has not published a dated decision clock for this application.
Keep adjacent desks labeled. Ondo’s Robinhood Chain stock-token pools and Pupkins’ SCHIFFY raffle lock are product and GameFi chapters, not Brazil licensing. Coinbase’s RLUSD listing is a settlement rail story. Today’s primary is Binance’s SPSAV protocol plus the product-restriction and account-migration steps already forced by the transitional regime.
What changes for bids: Watch whether Brazilian NFT and crypto desks keep uninterrupted spot and stablecoin access through the October 30 filing wall and the November 6 bank counterparty ban — if BCB later rejects or stalls BBrasil’s SPSAV ask, custody and fiat on-ramps for collectors can tighten even while today’s filing keeps the venue open under transitional rules.
Bottom line: Binance’s BBrasil entity filed an SPSAV authorization request with Brazil’s Central Bank on October 23 ahead of the October 30 deadline, while product cuts and account migration already reshape Brazilian user rails.
