ICE and TradeXYZ Plan Hyperliquid-Based U.S. Perpetual Futures Venue

Intercontinental Exchange (ICE), parent of the New York Stock Exchange, and Trade[XYZ] announced a definitive agreement on October 29 to bring Trade[XYZ]’s Hyperliquid-based perpetual markets onshore in the United States — subject to regulatory approvals. That is the unused RWA / venue fact for this Orange County desk: NYSE’s parent as exclusive operator of a dedicated retail perpetual market and clearing structure built on Hyperliquid, not another offshore perp tease. ICE is also making a strategic investment in Trade[XYZ]; terms were not disclosed, and ICE said the minority stake is not expected to have a material impact on its 2026 adjusted results, capital return, or deleveraging plans.

The product set is broader than crypto alone. ICE’s release says the planned markets are intended for retail traders seeking short-duration, around-the-clock exposure across crypto, equities, equity indices, commodities, foreign exchange, and other real-world assets — the same RWA-perp lane Trade[XYZ] already deploys on Hyperliquid for eligible users outside the United States. Hyperliquid supplies the underlying infrastructure; Trade[XYZ] designs and implements the contracts; ICE intends to operate the regulated market and clearing stack separately from its institutional futures franchise. CoinDesk’s write-up brands the U.S. venue ICE[XYZ] and notes Trade[XYZ]’s Hyperliquid markets have topped about $650 billion in volume in just over a year — company-side volume context, not a CFTC approval receipt.

Regulatory path stays labeled as pending. ICE and Trade[XYZ] say they intend to seek approvals for a new, dedicated market and clearing structure to run KYC / AML-compliant perpetual futures, including approvals needed for leveraged trading. Once approvals land, verified customers are expected to access the markets through futures commission merchants that become members of the platform. Timing, contract list, and eligibility have not been announced. Distribution through ICE’s joint venture with OKX remains subject to that JV’s own pending broker-dealer and FCM approvals — OKX for retail reach, Trade[XYZ] for perp design, ICE for regulated clearing.

ICE is framing retail perps as additive, not a replacement for traditional futures. Chair and CEO Jeffrey C. Sprecher said retail traders increasingly want short-duration exposure around the clock and that ICE intends to meet them “through the partners, brokers, and platforms they already use,” calling perp markets additive to ICE’s futures markets. The release says ICE’s participation today is more than 99% institutional, so retail is positioned as an incremental addressable market while commercial hedgers stay on the existing institutional clearing path with “no exposure to the trading or counterparty risk of retail traders on the new Trade[XYZ] platform,” in ICE’s wording.

Adjacent desks stay labeled. Hyperliquid’s earlier Payward / HIP-3 CFTC-regulated deployer path, EQX tokenized-stock books, Kalshi’s Series G raise, and Binance’s withdrawal-reopen clock remain separate Orange County files. They do not rewrite ICE’s definitive agreement or invent a product go-live date. Prefer ICE’s investor-relations release and CoinDesk’s primary wrap over social claims that U.S. Hyperliquid perps are already open to retail.

Approvals can slip without killing the deal narrative. If ICE or Trade[XYZ] publish a dated CFTC filing, a contract schedule, FCM member list, or OKX JV approval update, that belongs in a follow-on chapter. This piece keeps the definitive agreement, exclusive-operator structure, strategic stake, and still-pending regulatory gate as the Oct. 30 RWA desk print.

Utility check: Watch whether ICE or Trade[XYZ] date a CFTC product filing or FCM onboarding list — and whether crypto, equity-index, or commodity perps land first once the dedicated retail clearing structure clears U.S. review.

Bottom line: ICE and Trade[XYZ] locked a definitive agreement for a Hyperliquid-based U.S. retail perpetual venue — exclusive ICE operation and a strategic stake, still gated on regulatory approvals.
