Ireland Central Bank Fines Coinbase Ireland €3.25M Over Safeguarding Failures

The Central Bank of Ireland on October 22, 2026 said it will fine Coinbase Ireland Limited €3,252,618 for breaching safeguarding and outsourcing duties under the Electronic Money Regulations 2011 between 1 November 2020 and 19 August 2025, after a settlement agreed 21 October 2026. Per the Central Bank press release, Coinbase Ireland is an e-money institution that issues and redeems e-money used to buy crypto on the Coinbase Group platform. The headline penalty started at €4,646,597 before a 30% undisputed-facts settlement discount. Sanctions also include a reprimand and take effect only after High Court confirmation. This is a Plain English Policy chapter: EMI safeguarding rules, not a Coinbase exchange hack story.

Three admitted failure clusters, in the regulator’s words: (1) inadequate outsourcing governance — excessive reliance on the US Coinbase Group for safeguarding controls and insufficient local skill to oversee customer-fund safeguarding; (2) inadequate safeguarding through system design and control testing, leaving the designated safeguarding account underfunded for lengthy periods; (3) weak internal controls/escalation so material safeguarding changes were not identified and reported to the Central Bank. The settlement notice adds that calculation errors from July 2022 onward produced a daily shortfall for at least 18 months, with maximum daily shortfalls about €3.4 million (2023) and €5.2 million (2024) against average safeguarding obligations near €323 million / €470 million in those years.

Director of Enforcement Karen O’Leary stressed “no tolerance for weaknesses in safeguarding arrangements,” flagged outsourcing risk to operational resilience, and said failing to keep authorisation-process assurances — or to disclose material changes — is “completely unacceptable” for firms using Ireland as an EU-market gateway. Keep this file separate from US Coinbase lobbying-spend wraps and from Bitfinex/Coinbase Prime custody-move chapters; the bite here is Irish EMI e-money safeguarding, not crypto custody of BTC.

For desks trading through EU e-money rails, the practical cut is that Ireland will litigate safeguarding shortfalls and parent-outsourcing gaps even when the retail brand is a global crypto venue — High Court confirmation is the next legal gate before the fine bites.

What changes for bids: Watch the High Court confirmation date and whether Coinbase Ireland posts a dated remediation note on daily safeguarding reconciliations — that, not COIN tape, is the next custody-confidence signal for EU fiat-to-crypto on-ramps.

Bottom line: Ireland’s Central Bank will fine Coinbase Ireland €3.25M (after a 30% discount) for e-money safeguarding and outsourcing failures — pending High Court confirmation.
