Malaysia and Thailand Central Banks Join MAS BLOOM Stablecoin Settlement Push

Bank Negara Malaysia (BNM) and the Bank of Thailand (BOT) have joined Singapore’s Monetary Authority of Singapore (MAS) BLOOM initiative as policymaker members, MAS said on Friday, October 23, 2026, per same-day wraps from The Block and TechNode Global. BLOOM — Borderless, Liquid, Open, Online, Multi-currency — is a public-private track for cross-border use of digital money, including tokenised deposits and regulated stablecoins. This is a Stablecoin Settlement chapter: who sets acceptance and settlement rules across ASEAN rails — not a live retail stablecoin launch.
New industry joiners named in the same materials include Airwallex, Mastercard, Maybank, Monee, Nium, Ripple, ShopeePay, Visa, and the World Bank Group, alongside existing names such as Circle, Coinbase, J.P. Morgan, Standard Chartered, and Stripe. Workstreams flagged: acceptance and settlement across jurisdictions; interoperability across networks; and programmable controls (identity checks, sanctions screening, transaction limits). MAS Deputy Managing Director Leong Sing Chiong said the future of finance will involve multiple forms of digital money across institutions and markets. BNM Deputy Governor Aznan bin Abdul Aziz and BOT Deputy Governor Daranee Saeju framed the join as a way to explore cross-border tokenised-money rails with prudent oversight. Ripple’s March BLOOM color (RLUSD trade-payment trials with Unloq) is context, not today’s announcement.
Desk rule: keep separate from HSBC RedCoin PayMe rollout (11030) and Arkadiko USDA depeg (11055). BLOOM does not, in today’s wraps, green-light a new public stablecoin, set go-live dates, or replace Project Guardian tokenisation work — it is coordination on settlement frameworks.
For stablecoin desks, the cut is policymaker bench strength: Malaysia and Thailand now sit with MAS on BLOOM while Visa, Mastercard, Ripple, and the World Bank expand the industry table — frameworks first, not a listing day.
What changes for desks: Watch whether BLOOM publishes shared acceptance/settlement templates; whether any named FI announces a live cross-border stablecoin or tokenised-deposit corridor under the program; and how programmable-control standards land against local licensing rules.
Bottom line: BNM and BOT join MAS BLOOM as policymaker members — ASEAN stablecoin and tokenised-deposit settlement frameworks, not a retail go-live.
