XRP Ledger Enables fixCleanup3_4_0 Closing PaymentBurn Minting Loophole

The XRP Ledger enabled amendment fixCleanup3_4_0 on Wednesday, November 4, 2026 at about 14:52 UTC on ledger 108,112,129, according to XRPLWin’s amendment explorer. That is the hard Dev & Protocol Pulse fact for this Orange County tick: the two-week validator majority held, the amendment flipped from pending to Enabled, and the PaymentBurn minting loophole XRPL docs warned about is now gated off on mainnet. The package also tightens NFT-offer amount checks, MPT transfer invariants, AMM clawbacks, escrow reserves, vault rounding, and signature-role prefixes — a builder cleanup with direct NFT and issued-token teeth, not a marketplace mint wrap.

What the loophole was, in plain protocol terms: permission delegation (live since PermissionDelegationV1_1 on Oct. 8) lets an account hand a delegate limited powers without sharing keys. PaymentBurn is supposed to mean burn-only authority over issued tokens. XRPL’s own docs said that before fixCleanup3_4_0, a PaymentBurn delegate could also mint new fungible tokens — trust-line IOUs or multi-purpose tokens (MPTs) in certain cases — and recommended against delegating that permission until the amendment enabled. Bitcoin.com News framed the same warning ahead of today’s window. With the amendment live, that burn-only path is meant to stay burn-only again; treat “safe to re-delegate” as the protocol intent, not as a claim every issuer has already re-granted the permission.

The road to today’s enablement was not a clean first try. XRPL amendments need more than 80% trusted-validator support held for 14 straight days; a dip resets the clock. XRPLWin shows attempt one got majority, then lost it around Oct. 21, wiping an earlier ~Oct. 23 target. Attempt two regained majority on ledger 107,807,489 and ran the full two weeks into today’s enable on 108,112,129. XRPSCAN’s tracker still showed about 33 of 35 validators voting for the fix (~94%) into the window — well above the 29-of-35 threshold — but the receipt that matters now is the EnableAmendment print, not the pre-flip countdown math.

NFT and marketplace-adjacent cleanups inside the same amendment are why this desk filed it under Protocol Pulse rather than a pure stablecoin rail beat. The xrpld 3.4.0 release notes say fixCleanup3_4_0 rejects fake-XRP NFT offer amounts, exempts an IOU issuer from their own global freeze when creating an NFToken offer denominated in their own currency, and tightens permissioned DEX domain checks. It also enforces previously log-only MPT balance/transfer invariants even when a transaction fails, blocks tfMPTUnauthorize on individually locked MPTokens, hardens AMMClawback rounding and reserve edge cases, recycles escrow owner reserves on cancel/finish, and gives counterparty and sponsor signatures distinct hash prefixes so one role’s signature cannot be replayed as another. Attribute those bullets to the official 3.4.0 changelog — they are amendment-gated protocol claims, not secondary desk inventions.

What this enablement does not do is equally important for collectors and issuers. It does not change XRP’s fixed supply, does not mint a new NFT collection, and does not by itself turn on native lending. Related amendments LendingProtocolV1_1, LendingProtocol, and SingleAssetVault still sat below the vote line in pre-activation coverage and do not ride today’s flip. Node operators were already told to run xrpld 3.4.0 for continuity; holders of plain XRP need no migration. For NFT desks that bid XRPL NFTokens or settle IOU-denominated offers, the live change is offer validation and issuer-freeze edge cases — wait for marketplace or issuer posts that name a corrected reject code before calling a venue product rewrite.

Context that stays labeled: Wednesday’s broader crypto tape still carries Binance recovery chapters and U.S. spot Bitcoin ETF outflow math already filed on this site — calendar color only. Prefer XRPLWin’s enabled ledger, the 3.4.0 amendment list, and XRPL’s PaymentBurn warning text over social claims that “XRPL patched XRP minting” or that every vault/lending feature is now live.

Next protocol beat: Watch whether issuers and custodians re-enable PaymentBurn delegation with a dated ops note; whether XRPL NFT venues post a reject-code or offer-validation receipt tied to fake-XRP amount checks; and whether LendingProtocolV1_1 / vault amendments regain a real two-week majority — the next hard gates after today’s cleanup enablement.

Bottom line: XRPL enabled fixCleanup3_4_0 on Nov. 4 at ledger 108,112,129, closing the PaymentBurn minting loophole and shipping NFT-offer, MPT, AMM, escrow, and vault cleanups from the 3.4.0 package after a reset two-week validator majority.
