ZetaChain Proposal 68 passes 99.4% to migrate ZETA 1:1 onto Solana SPL

ZetaChain Proposal 68 closed at 14:58 UTC on September 20, 2026 with 99.4% of votes in favor, 0.3% against, and 0.3% abstaining—authorization to migrate native ZETA to Solana as a 1:1 SPL token and wind down the Cosmos-based L1. Participation hit 58% of eligible stake, above the 40% quorum. That pass is the new Marketplace Watch print; 8bitcrypto’s September 19 wire covered the proposal’s launch as a vote that would migrate, not Sunday’s binding tally.
The passed text keeps the ticker and total supply unchanged, creates no new tokens, and leaves existing vesting schedules intact. One mechanical detail for holders: native ZETA uses 18 decimals while the Solana SPL mint will use 9, with amounts below the new precision rounded down. ZETA balances on Ethereum and BNB Chain sit outside Proposal 68’s scope. Attribute the final tally, quorum, and conversion rules to ZetaChain governance via Solana Compass and Gate News reprints of the portal result.
Proposal 68 is still only direction—not a migration clock. A second proposal must set the snapshot height, claim flow, exchange coordination window, and L1 halt schedule before any balances move. ZetaChain says it will not put that second vote up until listing exchanges confirm swap arrangements. Until then the L1 keeps running, validators keep staking positions, and native balances stay put. Desks should not treat Sunday’s pass as an immediate Solana listing event.
The project’s stated driver is Cosmos SDK maintenance burden: each upstream advisory and patch must be coordinated across dozens of independent validators, with AI tooling making vulnerabilities easier to find after an August 25 patch cycle. Last month Cosmos Labs disclosed attacks against six Cosmos EVM chains—not ZetaChain—with stolen funds sold for about $5.7 million, per Gate News citing The Block. ZetaChain raised about $27 million three years ago (investors included Blockchain.com and Jane Street Capital) to build cross-chain rails; Sunday’s vote reframes that stack around Solana’s infrastructure instead of a standalone L1.
Migration also carries Anuma, ZetaChain’s private AI app launched in February. The team reports 301,195 users as of September 16 and more than one million requests across 35 AI models, with users locking ZETA for AI credits and an encrypted Private Memory Layer storing session context. After migration, Solana validators would secure native ZETA while Anuma runs on Solana’s stack. Those Anuma figures are self-reported; attribute them to ZetaChain’s own communications as relayed by Solana Compass.
Price context around the proposal window: crypto.news put ZETA near $0.0342 on September 17 at announcement and roughly $0.0400 by September 19 (~17% over two days). Gate News, citing The Block’s price page after the pass, said ZETA was down about 2.5% over the prior 24 hours. Exchange SPL listings and the Solana mint timeline still depend on Proposal 2. Staking continues for now; the September 17 announcement said the team was still exploring how staking and rewards would work on Solana.
Holders and market makers should also separate this authorization from any exchange “ZETA-Solana” listing rumor until Proposal 2 names the snapshot and claim window. Until exchanges confirm the swap path ZetaChain says it will not schedule that second vote, so Sunday’s 99.4% pass is a governance green light—not a settlement date on Solana’s ledger. Keep staking live on the L1 in the interim, and treat Anuma’s user counts as product context for why the team wants Solana’s application layer rather than as proof of NFT marketplace volume.
Marketplace desks watching Solana token arrivals should confirm the 99.4% / 58% pass against the governance portal, keep Ethereum and BNB ZETA out of the conversion story, and wait for Proposal 2 before publishing claim deadlines or shutdown heights. Distinct from PEPE’s Sunrise SPL listing and BlackBerry’s tokenized equity print already on 8bitcrypto, this is an L1-to-SPL authorization—not a live mint. Attribute all tallies and conversion mechanics to ZetaChain governance via September 20 Solana Compass and Gate coverage.
