Korea FSC Will Study Letting Crypto Exchanges Into STO Market

South Korea’s Financial Services Commission (FSC) will study letting virtual-asset exchanges participate in the token securities (STO) market — covering market conditions, investor protection, whether to integrate licensing units, and how concurrent business (겸영) would work — after Chairman Lee Eok-won told the National Assembly’s Public Administration and Security audit on October 22, 2026 that he agrees with the proposal’s intent, per TokenPost and a same-day PANews wrap of EDaily. Democratic Party lawmaker Lee Kang-il argued exchanges’ tech and trading rails should be usable for STO distribution alongside OTC intermediation licenses for fractional investment products. This is a Marketplace Watch chapter: who may run the STO book — not a green light for Upbit/Bithumb to list tokenized stocks tomorrow.
What the remarks do not do, from the same materials: approve exchange participation, pick a license path, or set a go-live date for crypto venues on STOs. September’s FSC policy direction still centers securities firms and Korea Securities Depository building issuance rails first, widening tokenized assets from fractional investment securities toward stocks, bonds, and funds; related law is slated for February 4, 2027. Capital-markets investment brokerage/dealing licensees can handle token securities in their authorized scope without a fresh add-on license — OTC intermediation firms must pre-consult the FSS — and the policy package does not say a virtual-asset exchange license alone is enough.
Desk rule: keep separate from Robinhood DFSA MENA access (11024) and SEC FY2027 tokenization exam priorities (11051). For Korean exchange desks, the cut is review language only — watch whether FSC publishes concurrent-business options before the Feb 2027 statute clock.
For marketplace desks, the cut is access review: Korea’s FSC will study whether crypto exchanges can help distribute token securities — licensing and concurrent-business rules still blank.
What changes for desks: Watch FSC follow-ups on concurrent-business options before Feb 4, 2027; whether any KRW-market exchange names an STO license path; and whether OTC intermediation and exchange rails stay split or merge on paper.
Bottom line: Korea’s FSC will study crypto-exchange roles in the STO market after Assembly pressure — review language, not a listing green light.
