OKXICE Issuer Objections Rise to 22 as Wells Fargo Arm Intuit Opt Out

OKXICE — the OKX / Intercontinental Exchange joint venture aiming to trade tokenized U.S. stocks under the SEC’s innovation exemption — now faces 22 issuer objections, up from the 16 we flagged earlier this week, after a regulatory document reviewed by Reuters on October 23, 2026 added six more names including Wells Fargo, Arm Holdings, and Intuit, per same-day wraps from CryptoBriefing and Cointelegraph. The document does not state why issuers objected. This is an RWA update chapter building on our prior LN 10946 — a new objection count, not a rehash of the Oct. 5 filing alone.
Map from the same materials: OKX and ICE filed with the SEC on October 5 to launch a Tokenized Securities Venue under the five-year innovation exemption; the venture had planned tokenized versions of about 63 stocks. Under that framework, platforms must notify issuers before tokenization and cannot proceed if the issuer objects. Reuters says 16 of the 22 objectors are Nasdaq-listed and 6 are NYSE names (ICE owns the NYSE). Earlier objectors already on the wire included Microsoft, Alphabet/Google, Goldman Sachs, Qualcomm, Caterpillar, McDonald’s, Western Digital, Broadcom, Verizon, UnitedHealth, and CoreWeave. Desk rule: treat the 22 total and the Wells Fargo / Arm / Intuit naming as Reuters document reporting; do not invent objection letters, legal theories, or which of the remaining planned names are still greenlit.
For RWA desks, the cut is veto math: issuer opt-outs are the exemption’s designed brake, and the roster just jumped another six names in one document pass. OKXICE co-chair Andrew Cuomo has called objections a “very natural response” and framed the venue as a limited experiment with company and volume caps — calendar color from midweek comments, not a new filing today. Keep separate from HSBC RedCoin retail rails (11030), J.P. Morgan MONY/JLTXX Solana access (11028), and SEC FY2027 tokenization exam priorities (11051). Nasdaq’s separate tokenization push with Payward/Kraken is backdrop rivalry, not today’s beat.
For tokenization desks, the signal is issuer veto climbing: OKXICE’s planned ~63-name tape now shows 22 formal objections after Wells Fargo, Arm, and Intuit joined the Reuters-reported list — same exemption brake, larger no pile.
What changes for desks: Watch whether OKXICE trims its public notice list; whether more NYSE or Nasdaq issuers file objections before any go-live; and whether parallel TSV filers (Canton, Perpetuals.com) print similar issuer pushback under the same exemption.
Bottom line: OKXICE issuer objections rise to 22 after Wells Fargo, Arm, and Intuit join the Reuters-reported no list — veto still blocks tokenization under the SEC exemption.
